The Germany smart electric meter market is estimated to grow at a CAGR of approximately 8.9% during the forecast period. The major reason for the growth of the market is the adoption of electric grids and increasing per capita consumption in the nation. Germany smart electric meter market is mainly driven by supported government initiatives for energy conservation and efficient electricity grid development. The National Energy Efficiency Action Plan in 2016 (Federal Ministry for Economic Affairs and Energy, Germany, 2017) launched a national initiative for residential appliances. The action plan aims to reduce primary energy demand, increase renewable energy supply and improve overall system efficiency. 

In addition, the country also launched a program to fund small grid pilot projects. As per Third Energy Package introduced by Europe in 2009, the directive of the package requires the European member states to equip 80% of consumers with smart metering systems by 2020. For this, the country implements the EU Directives 2009/72/EG and 2009/73/EG into the German Law.  The Act specifies detailed requirements for the design of the smart meter devices and for the transmission of data through it. The goal of the act was to convert the energy market to digitalisation, thereby ensuring a high standard of data protection and ICT security.

The Smart Meters Operation Act developed guided rules for marketing and use of smart meters and smart meter gateways. The act introduced rule for meter operators to responsibly implement, operate and maintain smart meters with specific legal obligations. The Act focuses on technical requirements, reliability and security of energy measurement, and transmission of data. The Act also determines a roll-out plan regarding the installation of Smart meters, which began in 2017 and continue until 2032. The plan comprises process for different roll-out periods for different types of end consumers and plant operators. The act requires operators to equip consumers with more than 6,000 kWh yearly consumption, and plant operators with an installed capacity of more than 7 kW, with Smart meters. The law also requires manufacturers to supply the devices according to certification by the Federal Office for Information Security.
